Abstract: Recently, good news came from the Ministry of Commerce: In 2017, the Ministry of Commerce organized the assessment and appraisal of comprehensive development level for 219 national economic and technological development zones and border economic cooperation zones in accordance with relevant provisions. Mianyang Economic and Technological Development Area ranked 29th among the whole country and 2rd of Sichuan province.

(Mianyang News) Recently, good news came from the Ministry of Commerce: In 2017, the Ministry of Commerce organized the assessment and appraisal of comprehensive development level for 219 national economic and technological development zones and border economic cooperation zones in accordance with relevant provisions. Mianyang Economic and Technological Development Area ranked 29th among the whole country and 2rd of Sichuan province.

In this assessment and appraisal, Mianyang Economic and Technological Development Area highlighted several major features:

First is the obvious advantages of innovation and development. In 2016, the park's financial expenditure for scientific and technological innovation was 60.05 million yuan, about 2 times the middle value of the national level, and the strength of scientific and technological innovation ranked ninth in the country. The number of vocational skills training institutions, incubators (maker space), research and development institutions at provincial level or above, invention patents per 10,000 population, etc. were all higher than those of the country.

Second is the significant promotion of administrative efficiency. In 2016, the public service expenditure of the park was 155 million yuan, accounting for 27.84% of the public budget revenue, 6 percentage points higher than the national average level. The park passed the ISO9001 quality management certification and built the first "one-stop government hall of the park" in Mianyang, and the online approval rate of government affairs reached 100%.

Third is that green development achieved preliminary results. The energy consumption and water consumption of the industrial added value in the park were 0.32 tons of standard coal per 10,000 yuan and 3.8 cubic meters per 10,000 yuan respectively, all of which were higher than the national average level; the SO2 emission, ammonia and nitrogen emission and the reclaimed water reuse rate of the gross product per unit area were all better than the national average level. The number of enterprises that go through the ISO14000 environmental management certification reached 20.

The state-level economic and technological development zones are regarded as the "experimental field" of China's national reform and "pacesetter" of opening up. In this assessment and appraisal, of the top 30 state-level economic and technological zones, 21 are from the eastern region, 6 the central region and 3 the western region. Li Yong, deputy director of the Investment Promotion Bureau of the Ministry of Commerce, said that the assessment and evaluation of the comprehensive development of the state-level economic and technological development zone was aimed at evaluating the development of the key areas regularly; it is "equivalent to a 'medical report'," which would be used to promote the development of these areas and play a good leading demonstration role.

A little more news: Mianyang Economic and Technological Development Area was established in August 2000, and in October 2012, the State Council approved it to upgrade to a state-level economic and technological development zone. After years of continuous development, the area features four industries: the electronic information industry represented by Changhong Intelligent Terminal, Xuhong Cover Plate Glass, Haili Electric Appliance; the chemical environmental protection industry represented by Meifeng Science and Technology, Dongcai Science and Technology, Lier Chemistry and Croda Sipo; the food and pharmaceutical industry represented by Fenggu Wine and Xuebao Dairy; the machinery manufacturing industry represented by Haosheng Manufacturing and Huachen Ruian. The industrial concentration rate reached 82%; the agglomeration development effect of the dominant industrial clusters is obvious.
