Liu Chao: We Should Ensure a Clean and Well-Organized Election Conducted by Law Under Rigid Disciplines

(Mianyang News) The third session of the 7th Municipal People¡¯s Congress, a meeting to strengthen election discipline, was hosted by the municipal Party committee on January 2. It aims to further tighten up people¡¯s responsibility of strengthening election discipline. At the meeting, Liu Chao, mayor and deputy secretary of the municipal Party committee, had a heart-to-heart talk with the heads and deputy heads of all delegations over the special issue of strengthening election discipline. Ma Hua, chairman of the Standing Committee of the Municipal People¡¯s Congress, and Fu Kang, deputy secretary of the municipal Party committee, attended the meeting.

In his speech, Lin Chao pointed out that the core task of this meeting is to elect chairman of the municipal supervisory committee and the municipal deputies to attend the 13th Provincial People¡¯s Congress. The heads and deputy heads of all delegations should play a leading role in fully understanding and grasping the great significance of strengthening election discipline and relevant spirits of the provincial and municipal Party committees. They should also closely follow, with strong political consciousness and active action, the requirements of the provincial and municipal Party committees in both thinking and action; they should further enhance their consciousness and resolve to focus on election discipline and strengthen election discipline throughout the entire process of election, ensuring a clean and well-organized election conducted by law under rigid disciplines.

Liu stressed that the heads and deputy heads of various delegations should firmly perform their job duties of strengthening election discipline. They should organize all kinds of activities well; they should organize some activities with caution and care, including holding delegation meetings and having heart-to-heart talks, in accordance with relevant requirements of strengthening election discipline to ensure that those activities progress effectively in order. They should give perfect guidance to all representatives; they should give priority to ideological and political work; they should also lead the representatives to focus their attention to the Party¡¯s cause and Mianyang¡¯s development and correctly exercise their democratic rights. They should fulfill their duties carefully; they should remind the representatives of their delegations as much as possible to ¡°follow laws and regulations as well as political discipline¡± and ¡°be clean-fingered officials¡±; as a result, the representatives will always harbor a heart of awe and bear rules in mind to uncompromisingly fight against bad practices that violate the requirements of election discipline.

Liu emphasized that the heads and deputy heads of all delegations should set good examples in obeying relevant regulations of strengthening election discipline. They should take the lead and set good examples in abiding by such disciplines as ¡°nine forbidden matters¡± and ¡°six matters incurring rigorous investigation and treatment¡±; they should lead the representatives of their delegations to observe disciplines and obey regulations and make joint efforts to create a clean and righteous environment. They should set a good example in abiding by political discipline and strictly follow the party constitution, party disciplines, national laws and the excellent tradition as well as working practice formed by the Party during its long-term practice; they should firmly implement the decisions and arrangements made by the central government and the provincial and municipal Party committees and faithfully carry out the requirements concerning election discipline proposed by the presidium and the meeting. They should set a good example in obeying the working discipline of the meeting and act with firm resolve to follow the Party Central Committee¡¯s eight-point decision on improving Party and government conduct as well as various requirements, including confidentiality discipline, security provisions and provisions for leave; they should completely eradicate some misconduct with firm resolve, such as dealing with private affairs and sneaking off at work so as to make sure the smooth running of different activities of their delegations.

At the meeting, the heads and deputy heads of various delegations signed a liability statement of strengthening election discipline with the municipal Party committee. The participants also included Ma Jun, member of the standing committee of the municipal Party committee and secretary of the municipal discipline inspection committee, executive chairman and presiding chairman of the presidium of the third session of the 7th Municipal People¡¯s Congress and heads as well as deputy heads of all delegations.
