On May 7, the Second Human Resources Management Innovation Conference for Defense and Military Enterprises with the theme of "innovation, integration, sharing, win-win" and the Military Civilian Workforce Summit for China Science and Tehnology City (Mianyang) was held in Mianyang. Yin Yulong, an academician at the Chinese Academy of Engineering, Peng Manshan, President of the China Association for Employment Promotion for Retired Soldiers in Sichuan, Dai Yunkang, deputy director of the organization department of the provincial party committee and director of Sichuan Provincial Human Resources and Social Security Bureau, Liu Chao, mayor, Wang Jianhua, president of the China Talent Exchange Association, Ma Hua, director of the standing committee of the municipal people's congress, and Chen Guansong, deputy director of the organization department of the provincial party committee, attended the event¡¯s opening ceremony.

Liu said in his speech that the conference focused on military-civilian integration and human resources management of military enterprises. The exchanges and cooperation through the event will have a practical and far-reaching impact on implementing the talent strategy and the strategy of military-civilian integration, promoting the innovation of human resources management and military-civilian integration. Mianyang has followed the guideline from Xi Jinping's thought on the military-civilian integration and implemented the talent strategy with a focus on enhancing the supporting capabilities for the military-civilian integration development since the 19th CPC National Congress. We made efforts to create a channel for transferring military technology to the civilian sector and private enterprises joining the military sector to accelerate the transformation of national defense technology into advantages in economic development. The economic development and national defense construction contributed to each other in Mianyang and has made Mianyang one of the areas that have the most obvious characteristics of military-civilian integration development with the most potential. Liu said at present, we study and implement the important guideline from General Secretary Xi Jinping and follow the requirements of 13th Five-Year Development Plan of China Science and Technology City (Mianyang) approved by the State Council, to make efforts to make the Sci-Tech City of Mianyang to be the pilot city for national innovation-driven development, the vanguard for military-military integration innovation, and the growth pole for the development of the western region. We have bigger need and greater demand for talents than any other time in history. We will implement a more open and effective talent policies to create more favorable conditions and more opportunities for talents from different industries to make innovation with their skills. We sincerely hope that this conference will be an opportunity to establish closer strategic cooperation with major military groups and human resources service institutions to jointly promote the talent exchange, collaborative innovation and attracting more talents, so as to promote the sharing of innovation resources, and accelerate the development of military-civilian integration.

Wang said in his speech that this conference is a practical action to implement the national development strategy of the 19th National Congress and important measure to implement "the 13th Five-Year" talent development plan in the national defense science and technology industry and "human resources service industry action plan". The conference focuses on the forward-looking issues of human resources management in defense and military enterprises, and the forefront development. It includes keynote speeches, experience exchanges and promotions. It has established an exchange and cooperation platform for the defense and military enterprise and the well-known human resources service institutions. The platform will surely play an active role in the promotion of the strategy of strengthening the army with human resources and military-civilian integration. In his speech, Chen Guansong said that talent is a strategic resource for realizing the national rejuvenation and winning in international competition. Mianyang is the second largest city in Sichuan and China's important national defense science and technology center and the pilot area to promote comprehensive innovation and experimentation. The strong support behind this is talents. Mianyang promotes the strategy of giving priority to the development of talents. With strong determination to build a strong city with talents, Mianyang makes effort to explore a path for attracting talents in the military-civilian integration and achieve progress in the talents attraction in Sichuan. As we embark on the new journey, we should shoulder the national mission for construction the China Science and Technology City (Mianyang) and forge ahead with progress in making Mianyag to be the pilot city for military-military integration innovation. We should follow the guideline from General Secretary Xi¡¯s thought on talents, and establish more cooperation in projects with sincere exchanges and communication.

Chen Yu, deputy director of the human resources department of the China Aerospace Science and Technology Corporation (CASC), Ren Yuxi, director of the human resources department of China National Aerospace Science and Industry Corporation Limited, and Li Chengwei, deputy director of the human resources department of the National Defense Industry and Science and Technology Bureau delivered speeches. They said that Mianyang is the only city that has China Science and Technology city and is a home to many military research institutes and high-level talents.
