The Military-civilian Integration Project in China Sci-Tech City (Miangyang) Receives Support from the National Special Fund

Recently, the Implementation Plan for the High-Tech Cluster Development of the Military-Civilian Integration in China Science and Technology City (Mianyang), was approved by the National Development and Reform Commission of the People's Republic of China (NDRC) and a fund of RMB 500 million was granted from the central government. Based on the strengths and characteristics of China Science and Technology City (Mianyang), the Plan focused on 12 military-civilian integration high-tech projects in four main areas including electronic information technology, application of nuclear technology, new materials, comprehensive innovation and reform experiment platform, with a total investment of RMB 2.493 billion. The implementation of the Plan will make great advances in the industry cluster development of the military-civilian integration in Mianyang and build the China Science and Technology City (Mianyang) as the pilot city for national innovation-driven development, the vanguard for military-military integration innovation, and the growth pole for the development of the western region.

The NDRC has provided great support for the military-civilian integration in Mianyang since the establishment of China Science and Technology City (Mianyang). The NDRC has implemented projects of the military and defense industries transferring technologies to civilian sectors in several areas including fine chemicals, nuclear physics, laser technology, mechatronics and air traffic control systems. Mianyang has made great progress in the military-civilian integration with the project of the military and defense industries transferring technologies chain to civilian sectors. Industrial innovation in Mianyang has been improved. Mianyang has established 25 innovation platforms such as the state-level enterprise technology center, the national-local joint engineering laboratory and national-local joint engineering research center. The number of innovation platforms in Mianyang outpaced other cities in Sichan province. 138 patents were authorized, and 9 standards were made for different sectors. Mianyang was awarded with the National Science and Technology Progress Award, the Army Science and Technology Progress Award and two prizes of Science and Technology Progress Awards of Sichuan Province. Mianyang achieved major breakthroughs in its core competencies in military-civilian integration industry. The advanced technology from military and defense industries has been successfully transferred to civilian sectors and has become the core competencies for industries in Mianyang. 48 world-leading high-tech products for both military and civilian sectors have been developed and produced in Mianyang. Sichuan Jiuzhou Electric Group has become tier 1 provider for the C919. Skyeye Laser and low-level flying platform have been applied in more than 20 sectors. Mianyang also accelerated the development of the industry cluster for military-civilian integration. With the military scientific research institutes and enterprises transferring technologies, talents and capacity to the civilian sectors, the local economic dynamism was fully unleashed and the strength in the defense industry has been transferred into strength in the local economy. The industrial chain project will deliver an output of RMB 8.1 billion in the strategic emerging industries with an increase of over RMB 39.6 billion in the upstream and downstream and related industries, attracting investments of RMB 20 billion from enterprises outside and over 40 technology cooperation. Mianyang sets an example for the development path for military-civilian integration. With the industry chain project as an opportunity, Mianyang pushed ahead with system and mechanism innovation, and explored four military-civilian integration mechanisms: defense scientific research services, military-civilian integration, military-civilian integration and exchange, and military-civilian resource sharing. Mianyang also developed four models for military-civilian integration, including ˇ°technologies transferring within the research center and the military sector, technology transferring from the research center to enterprises and private enterprises joining the military sectorˇ±.

The implementation of development of high-tech industry cluster for military-civilian integration in China Science and Technology City (Mianyang) is to fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the guidelines from the 19th National Congress, and decisions made by the Central Committee of the Communist Party and the State Council. China Science and Technology City (Mianyang) will focus on developing military-civilian integration and accelerating the development of high-tech industry clusters, as well as promoting the transformation and upgrading of industries, which will provide great support for building a city with high-quality development and strong economy growth in the western region, and optimize the economic benefits in Mianyang's national defense and economic development, to share experience in exploring the military-civilian integration path with other cities.
