Mianyang Develops New Engine of Economic Growth and Stimulates the Industry Transformation

(Mianyang News) From January to October this year, Mianyang's e-commerce transaction volume reached 253.851 billion yuan, a year-on-year increase of 19.17%; it was consistent with that of 2016. This figure ranked second among Sichuan province. Mianyang's network retail sales achieved 8.036 billion yuan, a year-on-year increase of 31.29%. This figure surpassed that of 2016. These achievements show that e-commerce is becoming the new engine of economic growth and stimulating the industry transformation.

Recently, the municipal government executive meeting examined and approved the 13th Five-Year Plan of Mianyang's E-commerce development (hereinafter referred to as the Plan). The Plan points out that by 2020, Mianyang will strive to reach e-commerce transactions volume of over 400 billion yuan, building National E-commerce Model City and Western China E-commerce City.

Seize the opportunity to "weave" a "blueprint"

At present, China is deeply implementing the strategy of "The Belt and Road", Yangtze River Economic Belt and the new round of western development. The continuing releasing of policy bonus like the "Internet plus" action plan and Made in China 2025 have brought unprecedented opportunities for national science and technology city construction, and the development of pilot areas that carry out the experiments in comprehensive innovation reform. E-commerce is becoming the key point of historical development.

Looking back on the past, Mianyang have been gradually improving the scale and quality of the development of e-commerce. E-commerce has played a growing leading role in the industrial transformation. In this regard, the Plan clarifies the line map: During the "13th Five-Year Plan" period, Mianyang will put the e-commerce as the "No. 1 project" to promote the development of the city's modern service industry. Mianyang will adhere to innovation-driven principle, accelerate the in-depth integration between e-commerce and the primary, secondary and tertiary industries, making e-commerce become a new driving force to stimulate economic and social development of Mianyang.

The Plan points out that Mianyang will give full play to the main role of enterprises, apply the market mechanism to optimize the allocation of resources and stimulate the market potential. It will rely on Mianyang's advantages like location, policy, innovation, industries and others to highlight the regional characteristics. It will make breakthroughs in industry, agriculture, service industry, cross-border e-commerce and other fields and strengthen the integration of advantageous resources in and outside the regions. It will optimize the layout of e-commerce and guide the concentrated development of e-commerce application enterprises and supporting service enterprises. It will actively introduce advanced e-commerce projects and high-end talent, cultivating team creativity and endogenous driving force...

A series of initiatives are aimed at making Mianyang's e-commerce application level higher, agglomeration effect stronger and the factor market and development environment better. The e-commerce will be fully integrated with the primary, secondary and tertiary industries, striving to build Mianyang into the National E-commerce Model City and Western China E-commerce City. The Plan proposes that by 2020, Mianyang would reach the e-commerce transactions volume of over 400 billion yuan, of which the network retail trade volume will exceed 20 billion yuan.

The scientific layout bears abundant fruits

At present, more than 80% of the e-commerce enterprises in Mianyang are located in the main urban area. Therefore, counties in Mianyang city lacks internet sales products with national influence.

How to let the counties' e - commerce development not "fall behind"? The Plan points out that Mianyang will guide to settle down related resources and set up a number of e-commerce concentrated areas with scientific functions and dislocation development according to the conditions of different areas.

Taking Hi-tech district as an example, Mianyang will define it as the cross-border e-commerce concentrated area based on its extroverted industrial base. Currently, the High-tech district has set up a professional service platform, introduced related agencies to provide market consultation, customs declaration, logistics and tax rebate services for small and medium-sized sellers. Recently, the platform has successfully sold a batch of Mianyang rice flour to North America.

Relying on the Mianyang e-commerce valley, e-commerce pioneer park of Fule Mianyang college student innovations and pioneer park, Youxian district is trying its best to build a concentrated area of e-commerce supporting service, e-commerce innovation base and e-commerce talent training base. As for Jingkai district and Anzhou district where competitive industries agglomerate, the Plan proposes that it should vigorously develop e-commerce's application in industry, make most use of Anzhou district's industrial advantages in automobile industry, chemical industry, and Jingkai district's district's industrial advantages in high-end equipment manufacturing, electronic information, biotechnology and others. It will develop online industry belt based on the development of manufacturing industry and electronic information industry, building the agglomeration area of e-commerce's application in industry.

As for agricultural counties like Zitong and Yanting featured hilly areas, the Plan proposes that they should encourage to develop network marketing brands with characteristics based on its leading agricultural products. They should tailor measures to suit local conditions and adopt differentiated development. They should focus on rural e-commerce, tourist e-commerce, health care, etc. to build the e-commerce development area with county characteristics, forming the development pattern of the e-commerce industry with multi-pronged directions, distinctive features and dislocation development.

Through innovation and solid work to promote the online-offline integration of whole-industry

At present, the "Internet plus" has gone deep into all areas of people's lives and production, how to further integrate and achieve all-round development? The Plan gives the answer.

As for the primary, secondary and tertiary industries, we should expand e-commerce's application in two-way network flow: agricultural materials and industrial products going to the countryside and agricultural products going to cities through the carriers of "Internet plus rural area", "Internet plus agricultural products", and" Internet plus manufacturing", " Internet plus commercial circulation". We should build the province's agricultural products e-commerce public service platform and improve the e-commerce platform for agricultural materials. We should develop e-commerce in industry based on the competitive industrial clusters like cars, new materials, energy saving and environmental protection, high-end equipment manufacturing and biology. We should vigorously promote the innovation and interaction between commercial circulation industry and e-commerce and develop two-way commerce. We should support traditional commercial circulation enterprises to develop new modes like sharing economy and collaborative economy, to establish innovation business model made up by the online-offline channel, experiential consumption scenarios, supply chain service platform and others.

Innovation is the "backbone" for the development of e-commerce. The Plan points out that we will enhance policy support, create a number of open e-commerce innovation spaces with low cost, convenience and total factor. We will encourage enterprises to innovate in business model and format relying on e-commerce. We should give full play to Mianyang's strengths in national defense, scientific research institutes, universities, national key laboratories and national engineering and technology research.
