Mianyang Expands the Ex-Situ Poverty Alleviation Relocation Plan This Year

8921 people will be added to the plan

(Reporter: Wang Qing) The reporter recently learned from Mianyang Municipal Development and Reform Commission that Sichuan Provincial Bureau of Poverty-Relief and Resettlement and Sichuan Provincial Development and Reform Commission adjusted the scale of the ex-situ poverty alleviation relocation again in June after the adjustment was made at the beginning of this year. 8921 people have been added to the ex-situ poverty alleviation relocation plan so far.

At the beginning of the ¡°Thirteenth Five-Year Plan¡±, the Provincial Bureau of Poverty-relief and Resettlement and the Provincial Development and Reform Commission assigned a task to Mianyang that 5,297 people should be included in the ex-situ poverty alleviation relocation plan. In 2018, Mianyang relocated 2,226 people for ex situ poverty alleviation to Zitong, Beichuan, Pingwu and Santai. The costs of the central budget for investments, provincial-level funds and credit special funds totaled 122 million yuan. At the beginning of this year, the provincial government added 429 people in the ex-situ poverty alleviation relocation plan based on reality and added 8,492 people to the plan in June. The newly added people mainly live in Pingwa, Beichuan, Santai, Zitong and Yanting.

To achieve the task, the Municipal Development and Reform Commission took the initiative to develop the Ex-situ Poverty Alleviation Relocation Plan in Mianyang for 2018. Mianyang will delegate the tasks to departments in the county and towns and asks them to finish the construction of houses for 2,226 people by the end of July and finish the relocation, homestead reclamation and supporting infrastructure before the end of October.

In order to ensure the quality of the ex situ poverty alleviation and relocation project, the Municipal Development and Reform Commission required that all departments should follow the principle of ¡°safety first, quality first¡±, and diligently implement such basic procedures to build houses in rural areas, such as the survey and design, supervision on construction, quality supervision, and completion acceptance, so as to ensure that each project is of great quality and meets people¡¯s needs. It also required the departments to implement poverty alleviation with integrity, and to fight against bad work styles such as formalism and bureaucracy. ¡°Micro-corruption¡± in the project fund allocation and use and counterfeiting data are also prohibited.
