Mianyang Provides Basic Health Care for Underprivileged Group, Assisting a Total of 310,000 People Last Year

(Mianyang News) "Thanks the party and the government's good policies, which bring me confidence in the future. "Huang Xiaolong, a poor people in Fucheng District, expressed his gratitude when speaking of the medical aid policy. Because of illness, he needs an annual hospitalization fee of 50,000 yuan. Thanks to the medical aid policy, he can receive medical assistance of 5,000 yuan a year, which has alleviated the economic difficulties of the family to a certain extent.

On January 23, our reporter learned from the Municipal Civil Affairs Bureau that the city accumulated 313,818 medical aid last year, of which 241,065 were medical insurance, 57,973 were hospitalized and 147,80 were given outpatient assistance. Total expenditure was 113,971,500 yuan, of which 2936,100 yuan was subsidized for medical insurance, 79.1544 million yuan for inpatient assistance and 5,456,300 yuan for outpatient assistance; the proportion of aid to patients bearing the out-of-hospital expenses within the policy area reached 76%.

In recent years, the city actively promotes the medical aid in urban and rural areas, gradually expanding the coverage of assisted population, the rescue model becoming increasingly diverse and service becoming more convenient. Many underprivileged people like Huang Xiaolong have benefited from it, relieving the medical burden. At present, the city has initially formed the urban and rural medical assistance system: the basis is to support the rural households enjoying the minimum living guarantee and households enjoying the five guarantees to participate in the new rural cooperative medical care, the supplement is that the fixed-point medical institutions reduce or remit the out-patient medical expenses, and the key is to focus on serious illness assistance.

At the same time, the city enhanced the simplification and standardization of approval procedures, perfect the data archives, intensify the propaganda of aid policies and increased awareness of policies; we insisted on combining medical assistance with NCMS and urban residents' medical insurance to ensure that patient could receive timely treatment. We implemented "one-stop" service: when the assistance objects do the hospital payment, the hospital can directly deduct the medical aid fee; we further carried out medical assistance to serious illness according to the relevant policies, solving urban and rural poor repoverty due to illness and other issues and reducing the burden of sick people's lives.
